The tax distinction is a bit odd, but they haven't got to UK levels of complexity yet, with the difference between "luxury" food (taxed) and non-luxury food (no tax), which means a gingerbread man can have eyes and a mouth and maybe some buttons (not luxury), but any more than that and it becomes luxury!
