Yes, I'm not sure if this is a policy for all convenience stores in Japan to close their seating areas. They were great places to have a cheap meal and a rest when hiking. It's a problem with having different rates of sales tax, it sounds like a good idea in theory, but in practice it's too complicated.
Even more disturbing, at least for me, is that Lawson has stopped selling hot tea! It was the only konbini that offered that option and now it's gone. Bummer.
